Residents' Association Purpose

What is our Purpose?

Our objects are set out in our constitution but ultimately we exist to represent the views of our members in discussions with stakeholders such as our landlord, managing agents, and local agencies. We aim to foster a sense of community and shared responsibility, keep leaseholders informed about their rights, and allow them to influence how service charges are spent. We also hope to ensure our landlord and managing agent uphold good maintenance and safety standards, and to help leaseholders address management issues of which they might not be aware.

What are the legal benefits?

A formally recognized Residents' Association has several legal benefits.

It can be consulted on the appointment or retention of managing agents, propose contractors for major works, and inspect specifications and estimates. The Residents' Association can also appoint a surveyor to advise on service charge matters and inspect common areas if there are concerns, ensuring transparency and accountability in property management.

We aim to become a recognized Residents' Association for our members.

Who can join the Residents' Association?

All leaseholders of a property in Barratt House, High Street Quarter, Hounslow, London with a long lease, who pay their service charge directly to the Managing Agent are eligible to join the Residents' Association.

Why join as a member?

As a member of the Residents' Association you will join a group of leaseholders working toward the betterment of the community at Barratt House. You will benefit from the right to have your voice heard and represented by the Residents' Association toward our landlord, managing agent and external stakeholders.

You will also need to pay your annual subscription, set at £10 per member (details TBC).

The Committee

What is the role of the committee of the Residents’ Association?

The committee of the Residents’ Association is responsible for representing the interests of all members, making decisions on behalf of the association by majority, and ensuring that the association’s objectives are met. This includes managing day-to-day operations, organizing meetings, and liaising with external stakeholders like the landlord and managing agents.

What are the specific duties of the committee members?

Committee members have various duties, including:

  • Chairperson: Leads meetings, represents the association, and ensures effective communication.

  • Secretary: Manages records, minutes of meetings, and correspondence.

  • Treasurer: Oversees the association’s finances, including budgeting and financial reporting.

  • General Members: Support the committee with tasks and projects, bringing in diverse perspectives and skills.

How does the committee benefit the community?

The committee will work to foster a sense of community, address residents’ concerns, and improve living conditions. By listening to the leaseholders and coordinating efforts, the committee can effectively advocate for better services, maintenance, and overall management of the property. The committee will ensure the collective voice of the leaseholders is heard and acted upon.

The Officers

What is the role of the Officers of the Committee?

Chairperson - Stuart Lee

The Chairperson chairs Committee Meetings, guides the association to achieve its aims, ensures decisions are properly made, liaises with other committee members and stakeholders, leads discussions at meetings, makes sure everyone is clear what decisions have been taken, checks draft minutes and agenda items, is aware of all the activities carried out by the association, and is responsible for the smooth and fair running of the association.

Secretary - Luke Ellerton

The secretary’s main duties include helping the chairperson prepare meeting agenda, giving notice of meetings, taking and issuing minutes of discussions and decisions, ensuring meetings are conducted in line with the rules of the RA, reporting on action taken between meetings, producing annual reports, occasionally mailing members, writing and receiving letters on behalf of the association; and keeping a record of membership.

Treasurer

The treasurer has overall responsibility for the association’s finances and for keeping accurate financial records. However, it is the committee who has responsibility for deciding how the money is used.
